After completing a $7M rehabilitation project to its Water Street Pump Station (WSPS) in 2020, the Town of Plymouth partnered with EP again to design and construct a flood barrier wall around the station as well as drainage improvements on site to protect this vital component of the Town’s sewer system from extreme coastal flooding.

The site drainage was modified to prevent any flooding within the flood barrier wall during storm surge events. The existing catch basin discharge in the north corner of the paved area was fitted with a 12-inch gate valve. The manual gate valve will isolate the catch basin and prevent flooding from outside of the flood barrier wall backing into the WSPS yard through the basin. While the existing catch basin is isolated from the drainage outside of the WSPS, storm water will be collected into the existing catch basin via the existing on-site storm water collection system and will be pumped out of the basin with a trailer mounted dry-prime trash pump (supplied under this project).

The perimeter wall was designed as a reinforced concrete foundation and wall with New England stone veneer facing along the building. As part of the aesthetic design, the permanent flood barrier wall structure included a granite stone cap.

Circle Drive in West Springfield has historically experienced surcharge flooding. EP conducted hydraulic analyses that showed this was caused by an undersized outlet pipe creating a flow restriction, and from seepage in the adjacent embankment.

To fix the problem, EP designed an increased outlet pipe capacity, a slope relief drainage system and an improved double-grated inlet and manhole. Since the storm flow from the system ultimately discharges to Bagg Brook, EP presented this approach to the Conservation Commission for approval prior to construction.

EP is working with the Springfield Water and Sewer Commission to improve drainage and water quality to the Cobble Mountain Reservoir, located in Blandford, MA, by improving stream crossings within the reservoir.

The Cobble Mountain Reservoir serves as the Commission’s main drinking water supply for the greater Springfield, MA area. The first phase of this work focuses on daylighting a failing 18-inch diameter culvert. During our work, EP will conduct a site assessment, Hydrologic-Hydraulic (H-H) Model, and design and permitting of the removal of the existing culvert and restoring the stream back to more natural conditions.

The project, once complete, will reduce maintenance, remove the blockage due to woody debris buildup at the culvert and reduce sediment entering the reservoir.

In Chester MA, neighborhood roadways near the historic railroad museum and the Westfield River have been experiencing significant flooding and pavement deterioration. In 2019, EP completed a complex stormwater model to assess the existing conditions and then designed improvements to culverts and drainage swales to minimize the flooding and restore the roadways through pavement reclamation.

The first phase of that project is scheduled for completion in October, including the construction of an underground 4’x4’ concrete box culvert storage system to capture storm flows and then moderate their discharge to the existing system through a 10-inch diameter orifice.

Construction at the City of Gloucester’s Water Pollution Control Facility has been proceeding smoothly over the past four months!

The City, in part with funding from the U.S. Economic Development Administration, is improving the resilience of the WPCF for future coastal storms and sea level rise. The City’s general contractor, Methuen Construction, has installed the earthen berm along the western side of the site. Concrete work for the flood wall along Essex Avenue is proceeding and the steel sheet-pile wall along eastern side of the site will be completed soon.

Construction is anticipated to be complete later this fall and include installation of four self-deploying flood gates for vehicle and personnel access points to the WPCF.

The Town of Wrentham currently operates five gravel-packed groundwater supply wells. During routine maintenance, Wrentham’s Well No. 3 screen failed. Because this well is crucial for water supply, EP promptly assisted the Town in the permitting and installation of a replacement well.

The new production well was installed within 250 feet of Well No. 3, allowing it to be permitted as a replacement rather than a new source. The new location improved the Town’s Wellhead protection area by creating a more compliant 400-foot Zone I. The new Zone I significantly reduced exposure to Route 140, and increased Town ownership of the wellhead protection area.

EP is working with the Town to design and construct the necessary water system components to connect the replacement well to the system.

May 2023 Update : The contractor has installed the new stream crossing and final restoration activities are underway.


Construction kicked off at the West Street Dam project site! The West Street Dam is a significant hazard earth embankment dam in need of repair. EP worked with the Town of Foxborough to design and permit the West Street Dam Rehabilitation project. The project plans will remove the existing spillway and replace the existing corrugated metal pipe culvert with one that conforms to the Massachusetts Stream Crossing Standards and expands the function of the naturally occurring riverine systems in the area. Other project improvements include dam stabilization, road widening, water main replacement work, and wetland replication. The contractor broke ground in September 2022 and final restoration activities are anticipated in the Spring of 2023.
