Installed in 1984, the Town of Whitman’s 16,000 linear foot sewer force main services the majority of the Town’s wastewater flow, which is pumped to the City of Brockton for treatment. The sewer force main runs through Whitman and Brockton along a number of roadways and cross-country easements.

The Town responded to two emergency ruptures of the sewer force main in 2016 and 2017, which ultimately led to the Town retaining EP to perform an assessment of the sewer force main to look at potential options for rehabilitation and replacement.

After assisting the Town with the design and permitting of a new sewer force main comprised of 20” PVC and 20” HDPE sewer main piping, EP is currently providing construction administration and oversight services for its replacement. With C. Naughton Corp. of Bridgewater, MA, construction of the new sewer force main began in the Spring of 2022 and is scheduled to be commissioned during the Summer of 2023.

In 2018, the Town of Nantucket experienced a catastrophic failure of their 16-inch force main. After supporting the Town with emergency services, EP was retained to conduct an assessment of the failure. The study concluded that the existing force main should not be solely relied upon to convey all the wastewater flows to the Wastewater Treatment Facility without a backup pipe. EP designed and oversaw construction of a primary 20/24-inch sewer force main from the Sea Street Pump Station to the WWTF.

Construction began in December 2021 and paused this past June due to Nantucket’s construction moratorium during the summer months. Over the summer, EP assisted the Town with public outreach and communications to keep residents aware of the anticipated locations of construction which will resume this Fall and estimated to be complete in December 2024.

Abstract: The 2018 America’s Water Infrastructure Act (AWIA) requires water suppliers to prepare an RRA followed by an ERP. Many New England communities are just now realizing that these are more than just “another federal form.” Assessing physical barriers, storage, distribution facilities, pipelines, monitoring practices, financial practices, chemicals handling/storage, O&M practices, and SCADA system security is required. That’s quite a list! This presentation will illustrate how to practically meet these requirements and enhance your system’s resilience.

Partnership with our clients has always been the foundation of our culture at EP. That philosophy has never been more necessary and appropriate than today, as we undertake perhaps the most intense and time-sensitive assignment in our firm’s history – assisting Lawrence, Andover and North Andover in managing their recovery in the aftermath of the gas explosions of September 13.

80 fires, 8,600 customers out of gas service, some 50 miles of gas lines needing replacement in busy residential and commercial neighborhoods, and winter is coming. Within several days, all three public works departments were stressed to the breaking point and collectively reached out to EP for assistance in tracking and documenting reconstruction efforts, and in safeguarding their vital infrastructure systems – particularly water, sewer, stormwater, roads and sidewalks.

Having recently provided long-term emergency management services for major sewer failures in Plymouth and Nantucket, EP’s senior engineering professionals were familiar with the basic concerns and focal points for impacted communities and their public works staffs when disaster strikes. We immediately assembled a response crew of 10 senior engineering program managers and experienced field engineers and were integrating with the community leaders, public works staffs, and gas company representatives in only two days.

With more than 200 construction crews mobilized to engage in reconstruction efforts, it has been essential to compile all relevant GIS mapping and asset layers and equip every response team member with the latest GPS equipped tablets to track and document daily activities and communicate progress with all parties. Particular emphasis is placed on keeping our clients up to date throughout the day, continuously refreshing the data base and flagging locations where the public works assets are being impacted. This then allows the community leaders to provide accurate information to the public as needed. The most common threats to the municipal infrastructure are where gas repair crews are likely to encounter water and sewer services, many of which are unmapped in some areas. It is essential that damaged services and pipelines be repaired properly.

At EP, we could not be more proud of our ability to respond on a moment’s notice and to provide a sustained partnership with our clients and all response parties in overcoming the extreme challenges faced by the entire region. We look forward to the day when a sense of normalcy is returned to the residents of Lawrence, Andover and North Andover.

EP was awarded a 2018 APWA Public Works Project of the Year Award in the category of Disaster of Emergency Construction/Repair – Projects $25M-$75M.

Jonathan Beder, Plymouth Director of Public Works, was awarded a 2018 APWA Exceptional Performance Award in the category of Adversity.
