EP is currently working with the Town of Kingston to mitigate roadway flooding on Thomas Street and Ring Road. Increased localized flooding in these low-lying areas cause challenges and safety issues to the community and adjacent property owners.

EP conducted field investigations, borings, hydrologic-hydraulic modelling, and prepared bid and design documents for the Town. The designs incorporate new stormwater treatment for total suspended solids remove of as least 80% and subsurface infiltration below the roadways. The design will add up to 93,000-gallons and 17,000-gallons of stormwater storage and recharge on Thomas Street and Ring Road, respectively.

The project is expected enter the bidding phase this summer.

Thanks to the Asset Management Grant from the MA Clean Water Trust, EP joined forces with the Town of Marshfield to update their stormwater asset inventory mapping. This crucial data empowers Marshfield to make well-informed decisions on resource allocation and funding for maintenance.

As a coastal community, Marshfield faces additional climate-related challenges such as rising sea levels, extreme weather events, and increased flooding. Adequate funding is crucial for asset management and Marshfield must balance limited budgets with the need to maintain and upgrade critical infrastructure.

The secure, streamlined stormwater database combined new and old data into a cost-effective and efficient web-based dashboard, supporting the DPW’s goal to provide essential public works infrastructure and support services for the residents of Marshfield.

EP is working with the Wildlands Trust, Old Colony Planning Council, City of Brockton, Town of Avon, the DW Field Park Association, Manomet, and Conway School to develop a Master Plan for DW Field Park.

The plan sets priorities for improving DW Field Parkway, creating safer pedestrian and bicycle access, improving parking, incorporating sustainable stormwater solutions, and upgrading signage and waste collection.

The Plan identifies specific projects to be implemented over the next 10-20 years to provide a safer and more sustainable natural resources for the City of Brockton and surrounding communities.

After completing a $7M rehabilitation project to its Water Street Pump Station (WSPS) in 2020, the Town of Plymouth partnered with EP again to design and construct a flood barrier wall around the station as well as drainage improvements on site to protect this vital component of the Town’s sewer system from extreme coastal flooding.

The site drainage was modified to prevent any flooding within the flood barrier wall during storm surge events. The existing catch basin discharge in the north corner of the paved area was fitted with a 12-inch gate valve. The manual gate valve will isolate the catch basin and prevent flooding from outside of the flood barrier wall backing into the WSPS yard through the basin. While the existing catch basin is isolated from the drainage outside of the WSPS, storm water will be collected into the existing catch basin via the existing on-site storm water collection system and will be pumped out of the basin with a trailer mounted dry-prime trash pump (supplied under this project).

The perimeter wall was designed as a reinforced concrete foundation and wall with New England stone veneer facing along the building. As part of the aesthetic design, the permanent flood barrier wall structure included a granite stone cap.

Circle Drive in West Springfield has historically experienced surcharge flooding. EP conducted hydraulic analyses that showed this was caused by an undersized outlet pipe creating a flow restriction, and from seepage in the adjacent embankment.

To fix the problem, EP designed an increased outlet pipe capacity, a slope relief drainage system and an improved double-grated inlet and manhole. Since the storm flow from the system ultimately discharges to Bagg Brook, EP presented this approach to the Conservation Commission for approval prior to construction.

EP supports several Massachusetts communities with their Good Housekeeping and Pollution Prevention tasks (MCM-6) of the MS4 permit. These include quarterly inspections of municipal facilities where a Stormwater Pollution Prevention Plan (SWPPP) has been developed. A SWPPP is required at any facility where potential pollutants may be exposed to stormwater and discharged to local waterways.

Each year, at least one quarterly visit is conducted during a rain event, to observe the site conditions with active discharges. Recommendations for improvements and assisting the community with any future design considerations are provided by EP based off conditions found at each facility. Improvements may include site regrading, maintenance of structures or BMPs, as well as improved storage of materials.

EP is working with the Springfield Water and Sewer Commission to improve drainage and water quality to the Cobble Mountain Reservoir, located in Blandford, MA, by improving stream crossings within the reservoir.

The Cobble Mountain Reservoir serves as the Commission’s main drinking water supply for the greater Springfield, MA area. The first phase of this work focuses on daylighting a failing 18-inch diameter culvert. During our work, EP will conduct a site assessment, Hydrologic-Hydraulic (H-H) Model, and design and permitting of the removal of the existing culvert and restoring the stream back to more natural conditions.

The project, once complete, will reduce maintenance, remove the blockage due to woody debris buildup at the culvert and reduce sediment entering the reservoir.

In Chester MA, neighborhood roadways near the historic railroad museum and the Westfield River have been experiencing significant flooding and pavement deterioration. In 2019, EP completed a complex stormwater model to assess the existing conditions and then designed improvements to culverts and drainage swales to minimize the flooding and restore the roadways through pavement reclamation.

The first phase of that project is scheduled for completion in October, including the construction of an underground 4’x4’ concrete box culvert storage system to capture storm flows and then moderate their discharge to the existing system through a 10-inch diameter orifice.

EP worked with the Town of Truro to provide flood mitigation to one of Truro’s most highly trafficked areas on Highland Road, which is within a MassDOT Highway Layout.

During regular storms Highland Avenue would flood, which presented safety concerns and issues for local businesses. EP completed an alternatives analysis using HydroCAD Hydrologic-Hydraulic modelling software. The selected solution included a drainage retrofit that included diverting up to 10,000-gallons of stormwater from Route 6, which sits above Highland Road, to a surface infiltration basin with forebay treatment. EP and the Town of Truro worked closely with MassDOT and abutting property owners during design and construction.

The project was completed in January 2023. We are pleased to report that this drainage retrofit has significantly reduced flooding on Highland Road.


May 2022 Update

The Town of Truro sees regular local flooding on one of its main areas on Highland Road, a MassDOT maintained roadway. Flooding has been observed at more than 1-foot deep causing traffic safety issues and structural damage.

EP worked closely with the Town and MassDOT, creating solutions for flooding relief and stormwater treatment benefits. EP will continue to support the Town during bidding and construction, with project construction beginning in Fall 2022 using MassWorks funding, and is excited to see the community get relief from these ongoing challenges.
